UNITED NATIONS, July 18 () -- UN-Arab League Joint Special Envoy Kofi Annan Wednesday asked the Security Council to delay its vote on a draft resolution concerning the extension of UN Supervision Mission in Syria (UNSMIS), according to British Mission to the UN."Joint Special Envoy Annan has asked to delay today's draft Syria resolution vote. With fellow co-sponsors we're considering that request," said British Mission on Twitter.The 15-member UN Security Council is scheduled to vote a draft resolution proposed by western powers later Wednesday afternoon.The draft, proposed by France, Germany, Portugal, Britain and the United States, grants extension of UNSMIS for a period of 45 days, and threatens non-military sanctions by quoting Chapter VII of the UN Charter if the Syrian government fails to pull out troops and heavy weapons from populated areas.As the mandate of UNSMIS, which comprises 300 unarmed military observers, expires on July 20, the Security Council must decide whether to extend it or not by then.The Security Council now remained divided on this issues. Ambassadors from five permanent members of the Security Council -- Russia, United States, France, Britain and China -- are planned to hold negotiations on whether delay the vote or not.Russia is opposed to any draft with threat of sanctions against Syria. Russian Foreign Minister Sergei Lavrov told reporters Wednesday in Moscow that consequences of unilateral sanctions against Damascus would lead the country to a civil war.
JAKARTA, Feb. 15 () -- Rampant corruption has been one of the bottleneck hampering much-needed development of infrastructure in Indonesia, Director Executive of the Institute for Development and Finance (INDEF) Ahmad Erani Yustika said here on Wednesday.The statement was made as Indonesia had struggled to boost its infrastructure facilities to boost economic efficiency amid free trades and help spur economic growth to reduce poverty."The problem in building infrastructure in Indonesia is corruption," said Yustika.With the present condition of infrastructure, the cost spent by business sectors increased, weakening competitiveness of Indonesia' s products, she was quoted by detik.com online, one of the biggest portals.Taking an example, the cost of logistics in Indonesia stood at 17 percent of the total production cost, while in Singapore it was only 6 percent and Malaysia, 8 percent, said Yustika.The government has pledged a long-term master plan for accelerating development, through which massive infrastructure facilities will be built requiring huge funds.Indonesian President Susilo Bambang Yudhoyono said on Feb. 13 that the complexity of problem in the vast archipelago country has made fighting corruption more difficult and a long time was need to delete it.Yudhoyono considered corruption as the main challenge for the country at present and in the future.Yudhoyono had been praised for his role in combating rampant graft at the beginning of his term since 2004. Scores of officials from the active central bank governor to lawmakers had been jailed and undergone legal process for corruption charges, winning praises from investors and the public.Nevertheless, the drive has been slow during his second term, starting from 2009, fading higher expectations of global investors and the public that he could speed up his campaign to stop grafts.President Yudhoyono said despite that Indonesia was a large country with various complex problems that logically needed a longer time in fighting graft compared to other countries, the combating corruption efforts must not be done as usual.Corruption has been one of the bottlenecks in creating a good investment climate that will support President Yudhoyono in luring more foreign funds to finance massive infrastructure projects to spur an annual economic growth target average of 6.6 percent by the remainder of his term at 2014.
