Gianmarco Lorenziby Vienna MaCANBERRA, Jan. 22 () -- Australian government on Sunday confirmed to introduce mandatory pre-commitment technology for poker machines by 2014 and pass the legislation by May of 2012.Prime Minister Julia Gillard and federal Community Services Minister Jenny Macklin announced they were abandoning the deadline set by Wilkie, and the legislation policy would require the mandatory pre-commitment technology be installed on every new poker machine manufactured from January 1 of 2013, with a trial taking place in the Australia Capital Territory (ACT).She said the technology would be in place by the end of the trial in 2016, with the new timeline supported by the Productivity Commission.This backs away from a deal struck with the Tasmanian independent member of parliament (MP) Andrew Wilkie's to legislate mandatory pre-commitment technology nationally by May.Gillard said Wilkie's proposal would not have made it through parliament. However, she believed the compromise proposal would."We need people working together on the same page to get change and the package of reforms we're announcing today I believe will get that support in the parliament," Gillard said in a statement."To not take this approach means that you don't get change and not getting change is too big a risk for those Australians and their families that struggle day to day with the pressures that problem gambling puts on their shoulders."Wilkie said he had no choice but to walk away from the government after Gillard broke the deal she made with him on pre- commitment technology in the wake of the last election.The move plunges the government back to a one-seat majority and Wilkie claimed he was "more independent than ever". He said the government announced a plan too different from his original deal and he had "no option" but to end his support."I meet with the Prime Minister in Hobart on Sunday afternoon and she basically put in front of me what she's announced today. It was clearly unacceptable," he said."I will only support motions of no confidence in the event of serious misconduct and not support politically opportunistic motions. I will consider budget measures on their merits,""I regard the prime minister to be in breach of the written agreement she signed, leaving me no option but to honour my word and end my current relationship with her government."Wilkie said he will not let his disappointment stop him from supporting the Government's poker machines changes.Meanwhile, Greens senator Richard Di Natale told reporters in Melbourne that the backdown was a sad day for families shattered by problem gambling."It's a spineless announcement and represents a cave-in to vested interests," he said."It could set back the cause of pokie machine reform for decades to come."Opposition gambling spokesman Kevin Andrews said the Gillard government could not be trusted.Also, Clubs Australia boss Anthony Ball said the organization would not be "dumping" their ongoing campaign against the reforms until they examined the details of the legislation.To tackle the scourge of problem gambling, the ambitious new system for poker machines will require poker machine players to set their losses in advance using a card and technology that links every poker machine in the country.
DAMASCUS, Jan. 21 () -- At least 14 people were killed and 26 others wounded Saturday in a blast carried out by "terrorists" on a vehicle transporting prisoners in northwest Syria, the state-run SANA news agency reported.The attack was carried out by "terrorist group" on the Idlib- Ariha highway in northwest Syria, SANA said, adding that the terrorists also targeted an ambulance that came to the site to transport the wounded.Six policemen, who were accompanying the prisoners, were wounded and some of them in critical condition, SANA added.An Arab League (AL) delegation have visited the National Hospital in Idlib, where the wounded were taken, SANA said, adding that the delegation also inspected the bodies of those killed in the blast.Idlib province has emerged as a hub of armed insurgency during the past months.Terrorist attacks have intensified in Syria recently, targeting governmental institutions and army personnel.On Jan. 6, a terrorist explosion in al-Midan neighborhood in the Syrian capital of Damascus claimed 25 lives and left over 60 wounded.
