HONG KONG, Jan. 26 () -- The Hong Kong government said on Thursday a dead goose, found in the northwest part of the city, has been confirmed to be H5N1 positive after laboratory testing. The goose body was found and collected at Sham Tseng last Friday, said a spokesman for the Agriculture, Fisheries and Conservation Department (AFCD). "It was highly decomposed when found and required a series of tests before H5N1 avian influenza was confirmed."The spokesman said there were no poultry farms within three kilometers of where the dead goose was found. "AFCD staff have conducted inspections and found no evidence of any backyard poultry being kept there.""AFCD will continue to monitor the situation and conduct inspections of the area," he added. The AFCD has also reminded farmers to strengthen precautionary and biosecurity measures against avian influenza. The spokesman said the department would conduct frequent inspections of poultry farms and the wholesale market to ensure that proper precautions against avian influenza have been implemented.Meanwhile, the Food and Environmental Hygiene Department, the Department of Health and other relevant government departments will also continue to remain highly vigilant and strictly enforce preventive measures against avian influenza.
SOFIA, April 6 () -- Bulgaria's opposition on Friday filed a no-confidence motion against the cabinet for stopping construction of the Belene nuclear power plant, saying it illustrated the country's "failed energy policy."The ruling GERB party cabinet suspended construction of the country's second nuclear power facility last Wednesday.Russian firm Atomstroyexport won the bid to build the 2,000-megawatt plant back in 2006, but the project was frozen after GERB came to power in 2009.Sergei Stanishev, the current leader of the main opposition Bulgarian Socialist Party (BSP) who served as prime minister from 2005 to 2009, told reporters the decision to halt construction of Belene plant was a fatal mistake for the country, the industry and the people."The final result will be much higher electricity bills and putting at risk the existence of the Bulgarian nuclear power industry," Stanishev said. The government has effectively stopped the most advanced industrial project in Bulgaria, the largest in the last 20 years, Stanishev added.Kozloduy, Bulgaria's only nuclear power plant, is the backbone of the country's power sector, producing a third of the nation's electricity. It has six reactors in total but only two of them, 1,000 MW each, are in operation. The other four 440 MW units were shut down in 2002 and 2006 as part of the conditions for Bulgaria joining the European Union.
