BAGHDAD, Jan. 10 () -- The Iraqi government said Tuesday it has decided to honor two Sunni soldiers who died while trying to prevent a suicide bomb attack against Shiite pilgrims on Thursday in southern Iraq.The Iraqi cabinet agreed to award Lieutenant Nazhan Salih al- Jubouri and Corporal Ali Ahmed al-Maqdami, two Sunnis from Kirkuk and Diyala provinces, with 30 million dinars (25,000 U.S. dollars) and to allot plots of land for their families in their provinces, government spokesman Ali al-Dabbagh said in a statement.Dabbagh also said that the cabinet officially has asked the provincial council of Dhi Qar where the suicide attack occurred to name streets in the soldiers' honor who became symbols of unity for Iraqis.The state-run television of Iraqia said that Prime Minister Nuri al-Maliki, Commander in Chief of Iraqi Armed Forces, has also awarded the two posthumous double promotions in appreciation of their great sacrifice.On Thursday, a suicide bomber blew up his explosive vest near a procession of Shiite pilgrims near the town of al-Batthaa, west of Dhi Qar's provincial capital city of Nassriyah, some 375 km south of Baghdad, killing 36 people and wounding 72 others.The Iraqi government said that Jubouri and Maqdami who were searching the pilgrims at a checkpoint recognized the suicide bomber and tried to wrestle him away from a crowd of pilgrims but the bomber managed to blow himself up.The pilgrims were walking on a main road leading to the holy Shiite city of Karbala, some 110 km south of Baghdad, to commemorate the Arbaeen religious ritual ahead of its climax day next Saturday.The government move is seen as part of its efforts to push unity among the deeply divided Iraqi society due to a political row between Maliki and his political rivals in the Sunni-backed bloc of Iraqia, as Maliki sought to arrest Sunni Vice President Tariq al-Hashimi on terror charges.In addition, Maliki asked the parliament to sack his Sunni deputy Salih al-Mutlak after the latter dubbed Maliki "a dictator" in an interview with CNN and on another occasion told his own satellite TV channel of Babiliyah that "Maliki is worse than Saddam Hussein."Many Iraqis are worried about a resurgence of ethnic and sectarian violence that once nearly torn the country apart few years ago.
BEIJING, July 12 () -- The Beijing municipal government will tighten controls on officials' going abroad for training, as it aims to stop taxpayers money being wasted on overseas junkets.According to a circular posted on the website of the Beijing Municipal Human Resources and Social Security on Wednesday, the Beijing government will make it harder for officials to go overseas on training programs.All overseas training programs must be approved by the State Administration of Foreign Experts Affairs, according to the circular.Though short-term training can be granted, officials are not allowed to obtain diplomas via these programs, the circular reads.The circular also stipulates that officials will only get 10 U.S. dollars each for daily miscellaneous expenses.The new rules came as the public demands more transparent disclosure of the use of public funds for receptions, vehicles and overseas trips, also known as "the three public consumptions."The Chinese central government on Monday promulgated a new regulation designed to reduce administrative costs for government and public institutions.The regulation defines a frugal working style for the country's civil servants, calling for greater supervision over the use of "the three public consumptions," which have been deemed by the public as a major source of corruption and waste.Figures released by the Ministry of Finance showed that China's central government expenditure last year totaled 5.64 trillion yuan (892.28 billion dollars), up 16.8 percent from the expenditure in 2010.
